I've got something to show you, if you're interested. Recently, I've started thinking about documenting all the misconducting pilots of New Eden, mostly criminals suspected of heavy thefts, breach of trust, scammers and alike. So, I started Eden Security Intelligence, a corporation devoted to enhancing security awareness of newcomers to New Eden and older citizens alike.
I've create a little database website that can be easily accessed through the game's browser where everyone who is considering new corporation members can check if they have a criminal background in order to avoid new incidents. The database is still being filled up, but I was wondering would the community appreciate something like this.
There is more information on the website and try entering some names of people who commited theft, scams and other honorless things. Try: Agent Shield, Adsterine, A Lifetaker, Asli or some other name, even yours and see how it works:

If people like the concept, I'll keep working on it and assign a top-level domain. What do you think, guys (and girls)?

It would also be neat to have a random criminal, with his name, portrait, and record displayed on the front page. Maybe a Most Wanted page as well.
Proof, verification and accusers will be logged (and a portrait for visual purposes), of course. Most wanted page is feasible. As for the random criminal, I'll have to check first with the design whether will it permit it.
Not quite, roflcopter... Most of the logged one are breaches of long-lasting trusts or planned incursions. Someone who is willing to compromise others in such a way should be publicly available. It's a part of the game, scammers and thiefs shouldn't disappear, they make the game interesting. I'm just furthering the roleplay with some twists in order to help people be more aware.

That is always a problem, yes. But documenting proper, verified data should be an answer enough.

Yes, that would be quite an endeavour. I am just going to keep working on it, and if it's worth anything, people will recognize it. If not, good times anyways. =)

Just because someone commits criminal acts in New Eden does not automatically flag them as ineligible to join a corporation.
There is already an extensive list of scammers. What is the point of listing those that have ever dared to GCC, flip off Concord or perform any other non angelic action? There are plenty of activities that mark you as a criminal which are frankly timid in nature.
As it stands this serves only to hold the hands of those people who don't believe in Eve being a sandbox, wishing for complete safety from the IRL psychos, as wankesempathetica would say.
As I've pointed out in the motivation & goals page of esi-4, this list is designed to document those who manage through deceitful means acquire various goods from other pilots or corporations. Mostly those include contract frauds, infiltrations, breaches of trust. esi-4's database is here to provide a check on a character whether it has a criminal background. It will just list the offense, evidence, known alts and partners in crime. The severity of someone's offense and whether the user of the database wishes to "do business" with this pilot afterwards, is solely upon the end user.
The idea is when you want to do a contract, accept a new corp member. Or basically any new encounter. A simple check is better than billions of ISK lost later. It doesn't happen often, but when it happens it's not pleasant.
